Scheme Information
Background
In 2001, the Local Government and Shires Associations of NSW established a not for profit workers compensation insurer to partner with member Councils in the management of their workplace risk.
The concept was to provide NSW Councils with an alternative option to self-insurance by establishing an insurer that represented the interests of its members, provided an integrated injury prevention and injury management service model and would work in partnership to minimise the overall cost of workplace risk.
With this underlying philosophy, and within the framework established by WorkCover's Specialised Insurer licence and APRA's General Insurer licence, StateCover Mutual Limited was established and continues to operate.

StateCover is administered by people who appreciate the unique aspects of local government. Consultation and customer service feature highly in StateCover's objectives, ensuring Member interests are central to all decision making.
Services are tailored to the Local Governement industry and have been developed to assist member Councils improve their OHS and injury management performance. In-house services are complemented by coordination and monitoring of external service providers and the application of programs that provide quality assurance.
Over the past 10 years, StateCover has consistently demonstrated the benefits of being a member of an industry based workers compensation scheme. These include:
- Provision of integrated Workers Compensation and OHS services tailored to local government;
- A responsive and consultative level of service, encouraging ownership of the outcome;
- Development of injury and disease prevention strategies that tackle industry specific concerns and the sharing of solutions across all member Councils;
- Utilisation of evidence-based injury management practices tailored to local government requirements;
- Establishment of an extensive workers compensation claims and OHS database, accessible to all member Councils;
- Delivery of Council training and workshops across the State, addressing Council needs;
- Greater ownership and accountability towards the management of work related injury costs by participating Councils;
- Incentive programs aimed at encouraging individual and scheme wide performance improvements;
- Sustainable, direct and indirect cost savings arising out of a reduction in claims frequency and severity.
Structure of Operations
- Centralised administration with delivery of services on a regional basis;
- Resources with expertise specific to the needs of local government;
- Dedicated Case Manager and OHS Advisor allocated to each Council;
- Secure StateCover website with access to comprehensive reports, data and resources;
- Online reporting of incidents / claims;
- On-site regional based training and workshops.
Ownership
- StateCover is a public company with a share capital and limited liability;
- The designated Scheme Manager is Jardine Lloyd Thompson Pty Ltd;
- Shareholders are the Local Government and Shires Associations NSW (LGSA) and member Councils.
Board of Directors
StateCover is administered by a Board of Management whose responsibilities include:
- Monitoring the performance of StateCover;
- Developing policies and strategies to ensure continued financial viability;
- Determining annual contributions in accordance with published premium rating methodology;
- Administering the scheme rules as set out in the StateCover Constitution;
- Monitoring the performance of the Scheme Manager.
The Board of Management is as follows:
- 4 Council member Directors as nominated from the Local Government Association and / or Shires Association as per Section 14.3 of the Constitution;
- One Administration Representative from LGSA;
- 2 nominees from member Councils;
- 3 nominees from the Scheme Manager;
- 1 insurance industry experienced nominee;
- In addition to the Board of Directors there is 1 individual nominated as the Company Secretary.
The Chairman of StateCover is elected by the Board of Directors.
